Resolved Question: How do I grow/style my short hair to resemble Ringo Starr's ?

I have relatively short hair, and average sideburns. Just the average mens haircut. I plan on growing out my hair, and want it to resemble Ringo Starr's in the picture below (bottom right). I shampoo and condition my hair every day, and I dry it with a towel. What else should I do to get that "Wind blown" look?
